Steven Weber, an expert on North Korea and political science professor at the University of California-Berkeley, said Trump's unpredictability likely stems from the fact that his administration does not yet have a clear strategic vision for North Korea. He did not comment on what might have caused the missile to fail.

Mr Trump blamed previous presidential administrations for creating the situation with North Korea.

"All options are on the table".

Any preemptive action by the United States will only amplify South Korea's worry.

The threat, however, was not the first time that North Korea has promised to destroy its neighbor to the south, as well as to launch a devastating attack against the United States.

Pence is on a 10-day Asia-Pacific tour that has been dominated by the North Korea issue. But it remains unclear what might come next.

"In my discussions with Trump administration officials, I get much less of a concern that we're about to do some kind of a military strike, then the view one gets from the public statements", he said.

Foreign ministry spokesman Lu Kang said China opposed words or actions that could further raise tension.
