The crashed vehicle caught fire upon slamming into a stanchion, and ended up at such a odd angle that it seemed to have left a string of human wreckage - and growing panic in its wake.

Police say an 18-year-old woman killed by a auto that plowed through pedestrians in Times Square was a tourist from Portage, Michigan.

The driver was apprehended by police and civilians as he tried to run from the scene, authorities said.

Two officials told The New York Post that Mr Rojas had tested negative for alcohol, but one official said that preliminary tests indicated he was under the influence of PCP, or angel dust, a mood-altering drug.

Initially, there were fears the incident had been a terrorist attack but investigators discounted that and are focusing on Rojas's sobriety and mental health.

Police do not believe the attack was terror-related.

"Based on the information we have at this moment, there is no indication that this was an act of terrorism", de Blasio said at a press conference at W. 42nd St. and Broadway. "So out of an abundance of caution, major sites in the city will get additional police coverage by our anti-terror units".

The Minnesota tourists said police officers continued flowing in past the barricades while many tourists wheeling their luggage were turned away. Streets were blocked off and some businesses were put on lockdown.

Six months ago the city completed a $55 million, almost six-year renovation of Times Square that turned roadways into pedestrian zones.

Twenty-six-year-old Richard Rojas was taken into custody Thursday after the crash that killed a teenager and injured 22 other people.
