European Commission president Jean-Claude Juncker has said "English is losing importance in Europe" as he accused the United Kingdom of "abandoning" the EU.

Michel Barnier, speaking at a conference in Florence, Italy, on Friday, said that residency protection rights for EU citizens living and working in the United Kingdom must be enforceable by the European Court of Justice, extend to relatives who may not be EU citizens and apply to people who may not have the paperwork to prove they have been residents.

"Slowly but surely English is losing importance in Europe", he said with a rueful smile, before explaining: "The French will have elections on Sunday and I would like them to understand what I am saying about Europe and about nations".

"These negotiations are hard enough as they are - if we start arguing before they even begin, they will become impossible", Tusk said Thursday, cautioning that "the stakes are too high to let our emotions get out of hand".

Speaking to an audience of European diplomats and experts in Florence, Jean-Claude Juncker also described the UK's decision to leave the EU as a tragedy.

She had yesterday accused European politicians and officials of issuing "threats" to influence the upcoming general election in her country.

"In order to succeed we need discretion, moderation, mutual respect and a maximum of goodwill".

Unveiled by European Commission vice-president Valdis Dombrovskis, the rules would deny London the right to host banking "clearing houses" that deal in euros, the EU's single currency.
