South Korean President Moon Jae-in said on Wednesday there was a "high possibility" of conflict with North Korea over its continuing ballistic missile and nuclear program developments, Reuters reported.

The North has vowed to develop a missile mounted with a nuclear warhead that can strike the mainland United States, saying the programme is necessary to counter USA aggression.

Its latest ballistic missile launch, in defiance of UN Security Council resolutions, was on Sunday which it said was a test of its capability to carry a "large-size heavy nuclear warhead".

A spokesman of North Korea Foreign Ministry said that Pyongyang "categorically and totally rejects the UNSC's statement which called into question its bolstering of nuclear deterrence for self-defense", according to the Korean Central News Agency.

A telephone line to North Korea at the truce village of Panmunjom may be reopened, more than a year after it was shut down after the closing of a jointly operated factory park. "Having a missile test is not the way to sit down with the president, because he's absolutely not going to do it", she told ABC.

South Korea's Yonhap News notes that Moon has promised to increase South Korea's defense budget from the current 2.4 percent of GDP to 3 percent.

Ahead of a closed-door U.N. Security Council meeting, Nikki Haley, the U.S. Ambassador to the United Nations made it very clear that Washington would only talk to North Korea once it halted its nuclear program.

Haley said the Security Council is going to send a strong and unified message to North Korea that "the global community wants to support you but as long as you test, and as long as you continue your nuclear program, you are on an island by yourself".

South Korean President Moon Jae-In warned Wednesday there was a "high possibility" of military clashes along the border with North Korea as tensions mount over Pyongyang's weapons ambitions.

"The US isn't past looking at third-party countries who are supporting North Korea and putting sanctions on them", Haley said.

"The conversations that I have had. with my counterpart and in dealing with Beijing is that if (North Korea) did something else and if it looked to be long range, which this does, and if it looks like it is proactively leaning toward an ICBM, which it does, then we would take action", Haley said. Speaking to reporters upon his earlier arrival in Washington, Hong hinted that talks on national security would take center stage during his trip.
