They could see the protestors and their placards- and made a decision to "disperse them".

But the Washington police and USA officials should treat them like common criminal suspects nonetheless. A video released by Voice of America showed Erdogan watching the protesters being attacked.

Nine people were hospitalised after the clash and two were arrested. Video shows Erdogan supporters and bodyguards flooding through the police line and beating protesters on American soil.

The U.S. detained and released two members of the Turkish president's delegation after they were involved in an attack on peaceful protesters outside the Turkish embassy Tuesday.

The D.C. Police Department said in a statement, "We will continue to work with our partners at the Unites States State Department and the United States Secret Service to identify and hold all subject accountable for their involvement in the altercation".

'We are communicating our concern to the Turkish government in the strongest possible terms, ' said Heather Nauert, a State Department spokeswoman.

Witnesses described what happened at the scene. "Somebody told them to go out there and beat up on these peaceful demonstrators", he said. "We would just take the step".

"We clearly told them if there is any attack by the YPG against Turkey, we will apply the rules of engagement without asking anyone", he was quoted as saying by the Hurriyet newspaper Thursday.

"This kind of thing cannot go un-responded to diplomatically", said McCain, suggesting that the United States sue the Turkish government if the bodyguards responsible for the violence can't be identified.

USA officials have criticized the Turkish government over violence outside its ambassador's residence in Washington.

"We are protesting (Erdogan's) policies in Turkey, in Syria and in Iraq", said Flint Arthur of Baltimore, Maryland.

"We strongly condemn the violence that took place yesterday outside the Turkish Embassy in Washington", the Republican senators Marco Rubio, Ted Cruz, Tom Cotton and Mike Lee said in a statement.

In their Oval Office meetings Tuesday, Trump did not mention Erdogan's increasingly tight grip on power in Turkey or allegations of irregular elections under his leadership. Senator John McCain, R-AZ, and Senator Claire McCaskill, D-MO, both called for the expulsion of Turkey's ambassador. The embassy alleged, without evidence, that the demonstrators were associated with the Kurdistan Workers' Party (PKK), which has waged a three-decade-long insurgency against Turkey and is considered a terrorist group by the United States.
