Police shot Yacqub Khayre dead after he held a woman captive inside an apartment building in Australia's second largest city.

The police arrived at the spot after they responded to reports of gunshot in the building.

He said it was possible that Khayre may have been attempting to lure police by taking the escort - reportedly a sex worker - hostage.

Two men died and three policemen were wounded by gunfire following a 2-hour siege in which a woman was taken hostage at an apartment in the upmarket bayside suburb of Melbourne yesterday. They added that he had a long criminal history.

The deadly hostage situation is reported to have lasted over two hours. He was recognised as a refugee under Australia's humanitarian migration program and later became an Australian citizen, police said.

Khayre's home in the Melbourne suburb of Roxburgh Park, where he lived with his mother, was being searched by police on Tuesday.

He was charged over a foiled plot to attack the Holsworthy Army barracks in Sydney in 2009 but was acquitted while three others were found guilty of planning the attack. The gunman was acquitted in an investigation of a terrorism plot in New South Wales several years ago, but since then he was involved in "more general criminal offending", Mr Ashton said.

The Victorian Supreme Court was told during that case that Khayre had been a worshiper at a Melbourne mosque and at a nearby prayer hall regarded by police as an "incubator" of extremist ideology. He was also accused of travelling to Somalia, where he was born, to seek a religious ruling in support of the planned 2009 attack.

Authorities tried to negotiate with Khayre inside after a woman called emergency services saying she was being held hostage, deputy commissioner Andrew Crisp told reporters.

The Herald Sun reports that in 2012 he was sentenced to 5 1/2 years in prison for aggravated burglary and beating a woman in her home.
