Alabama Gov. Kay Ivey declared a state of emergency to "guarantee state resources are on standby and are ready to assist impacted communities if necessary".

National Weather Service statistics show roughly 12 inches (300 millimeters) of rain had fallen in some spots along the Louisiana, Mississippi, Alabama and Florida coasts since Tuesday.

We can expect showers and thunderstorms Saturday morning, but the weather service says it should become sunny later in the day as highs approach the mid 80s.

"As you head further north and west of Bluefield, you will have more rain", Morrow said. And more rain was on the way. Given the abundant moisture across the region, rain may be heavy at times, and meteorologists can not rule out localized flooding. The air will be less humid behind the cold front. The National Weather Service said an EF-2 twister with winds up to 120 miles per hour (190 kph) struck just outside Birmingham on Thursday.

Thursday afternoon, a twister rattled nerves, and scattered debris in Fairfield, Ala. just outside of Birmingham. The other was for Tuscaloosa and Bibb Counties.

The storm system is predicted to take a turn east later today hitting the mid-Atlantic coast with heavy rain by the weekend.

Flooding continues to be an issue across the central gulf coast.

Water wasn't the only problem. One resident said he'd been riding his boat through the streets.

"They're not saying we're going to get a lot of wind out of it", he said. Moderate to heavy rain fell hundreds of miles away, throughout much of the Southeast and as far north as southern IL and Indiana.

The governor says while she's in office, one of her highest priorities will be to make sure Alabama is well prepared at the state and local level to be ready to respond to any emergency down the road.

"There will be a continuation of flash flood threats for all over Louisiana as well as a tornado threat along and to the right of the storm center, so we have to keep an eye out for that", he said.

No significant flooding or damage was reported in the Houston area, with the exception of some street flooding on Galveston Island.

We are tracking a cold front that will push through the region on Saturday, bringing us another chance for showers and storms. Several roads in coastal areas remain closed because of high water.

The remnants of Tropical Storm Cindy provided a good, soaking rain across much of Webster Parish Thursday. "If you remember past year this time, everybody was wanting rain".

After looming off the Gulf Coast for the last few days, Tropical Storm Cindy made landfall early Thursday morning along the Texas/Louisiana border.
