US Senate OKs expansion of sanctions against Russian Federation

The Senate voted Wednesday, by a 97-to-2 margin, to pass a measure that would toughen sanctions on Russian Federation and, in Republicans' first significant blow to President Donald Trump's agenda, prevent the White House from unilaterally easing or removing the sanctions imposed by President Barack Obama in 2014 and 2016.

The Senate on Wednesday voted overwhelmingly - 97 to 2 - to add the Russian Federation measure to a bill sanctioning Iran for its work to develop ballistic missile technology, in a bipartisan rebuke to Trump's suggestions about improving relations with Russian Federation. The legislation also allows new sanctions on Russian mining, metals, shipping and railways and targets Russians guilty of conducting cyber attacks or supplying weapons to Syria's government.

The measure looks to punish Russian President Vladimir Putin for his country's alleged meddling in the 2016 US presidential election and to make Iran pay a price for its "continued support of terrorism".

"Today the Senate has finally confronted Russian Federation for interfering in our elections", said Democratic Senator Jeanne Shaheen, a leader of the push for the legislation.

While acknowledging the necessity to hold Russian Federation accountable for its alleged meddling in USA elections, Tillerson also emphasized the importance of a "constructive dialogue" with Russian Federation.

The two senators who voted against the measure were Republicans Rand Paul (Ky.) and Mike Lee (Utah).

The Senate vote was welcomed by both Republicans and Democrats.

If the legislation passes the House, it would head to Trump for signing.

Asked where Tillerson stood on the legislation, Corker said he wasn't sure, but noted that the bill "strikes a great balance" between executive and legislative power. Yet in a hearing this week, he said the administration would like "flexibility to adjust sanctions to meet the needs of what is always an evolving diplomatic situation". Before passing the combined Russia-Iran measure, the chamber also attached a bipartisan amendment signaling support for NATO's Article 5 - which Trump earlier this month notably declined to endorse in Brussels - by a unanimous vote.
